The CCP recently held the 18th Straits Forum. Taiwan prohibits personnel from central government agencies and local governments from participating in related activities. However, Taitung County Magistrate Rao Ching-ling promoted agricultural products at the Straits Forum by recording a video. Some officials believe this constitutes a cooperative act and violates the Cross-Strait Relations Act.
Chiu Chui-cheng, Chairman of the MAC, attended a meeting of the Legislative Yuan's Internal Administration Committee on the 17th. Legislator Hsu Chung-hsin pointed out during questioning that Rao Ching-ling's video recording was a unilateral act and did not constitute a so-called cooperative bilateral act. Furthermore, promoting agricultural products does not have political connotations, so Rao Ching-ling did not violate Article 33-1 of the Cross-Strait Relations Act.
Chiu Chui-cheng responded that the MAC has not stated that Rao Ching-ling's action is illegal, but because a complaint has been filed, the relevant authorities of the Ministry of the Interior will be asked to initiate an administrative investigation and handling. It will be taken seriously, and the investigation will be conducted based on evidence, law, and procedure.
In an interview with the media, Chiu Chui-cheng also mentioned that during Rao Ching-ling's last trip to mainland China, she illegally changed her itinerary and met with Song Tao, Director of the Taiwan Affairs Office of the CCP, without reporting to the competent authority, the National Immigration Agency, and has already been recorded as a violation by the agency. Regarding the Straits Forum, the MAC has repeatedly and sternly stated that central and local government officials are prohibited from participating in any form. Chiu Chui-cheng: "(Original sound) Because he had one violation a while ago, this time we will use the relevant provisions of Article 33-1 of the Cross-Strait Relations Act and ask the competent authority, the Ministry of the Interior, to investigate and handle it administratively."
Chiu Chui-cheng emphasized that the government continues to support and assist in equal, healthy, and orderly exchanges across the strait, such as the "Taipei-Shanghai City Forum" and the "Two Lakes Forum." Therefore, only for the CCP's unilateral united front platforms targeting Taiwan, the government will explain its policy stance to the public, prohibiting central and local government officials from attending, and does not agree to related branch activities of the Straits Forum being held in Taiwan.
He mentioned that the CCP proposed the so-called "22 Articles to Punish Independence" starting in 2024, which has increased the risks for Taiwanese people traveling to the mainland. The number of people who go missing, are interrogated by the CCP, or have their personal freedom restricted has been increasing. From 2024 to the present, there have been 361 such cases, including 55 in 2024, 221 in 2025, and 85 from January to May this year.
