[International] NARLabs and Portuguese Institutions Co-host Forum to Seek Deepened Cooperation in Marine Research

The National Applied Research Laboratories (NARLabs) and the Portuguese research institution INESC TEC co-hosted a marine research forum.
NARLabs President Tsai Hung-ying said that Portugal has achieved success in marine research, while Taiwan excels in areas like semiconductors. Both sides attach importance to ocean exploration and hope to deepen their cooperation in related research fields.
NARLabs and the Portuguese Institute for Systems and Computer Engineering, Technology and Research (INESC TEC) held the "Sustainable Future Ocean Research: Portugal-Taiwan Innovation Forum" for the first time in Porto.
Taiwan's Representative to Portugal, Chang Ya-kuang, was invited to attend and deliver a speech. NARLabs' expert teams in marine technology, marine engineering, high-performance computing, artificial intelligence (AI), and science and technology policy visited Portugal, demonstrating the importance placed on promoting bilateral scientific research cooperation and the willingness to establish a long-term cooperative relationship with Portugal.
She stated that Taiwan has accumulated profound strength in semiconductors, AI, high-performance computing, and smart manufacturing, playing a crucial role in the global technology supply chain. Portugal, on the other hand, possesses excellent research talent and vibrant innovation energy, indicating broad potential for cooperation between the two sides.
In a phone interview with CNA, Tsai Hung-ying mentioned that President Lai Ching-te considers "ocean exploration" as one of the important policy directions. Portugal, once a maritime power, has achieved outstanding results in ocean exploration and marine robotics research. The directors and deputy directors of NARLabs' Taiwan Ocean Research Center were part of this delegation, hoping to establish a deeper cooperative relationship with Portugal in marine research.
Tsai Hung-ying stated that he visited Portugal's deep-sea research equipment and marine exploration robots. "They have great ideas in this area and are very advanced, even more so than many developed countries." This is not necessarily because developed countries' technology is inferior to Portugal's, but rather due to Portugal's understanding of the ocean, its mindset towards ocean exploration, and the unique technologies developed for exploration.
For example, Portugal's marine exploration robots can detect seabed topography and organisms, reaching depths of several thousand meters. Their related technology and experience can bring significant benefits to Taiwan.
Taiwan and Portugal have recently exchanged views on marine issues several times. In April of this year, two seminars on submarine cable security were held in Portugal, inviting Taiwan Network Information Center Chairman Huang Sheng-hsiung to share Taiwan's experience.
Chang Ya-kuang said that both Taiwan and Portugal are very concerned about marine issues and aim to advance bilateral relations step by step. They hope to increase exchanges in practical and mutually beneficial areas, with both submarine cables and marine research falling within this scope.
The forum brought together several important academic figures, including INESC TEC Chairman and CEO Joao Claro, ISEP Vice President Paulo Maio, and INESC TEC Senior Researcher Jose Manuel Mendonca. (Editor: Liu Hsiang-hua)
