[International] Polish Prime Minister Announces Partnership with Foxconn to Develop Electric Vehicle and Semiconductor Industries

Polish Prime Minister Donald Tusk announced that negotiations for cooperation with Taiwan's Foxconn Group on electric vehicles are expected to be completed before this autumn. A research and development and manufacturing center for electric vehicles will be jointly built in Jaworzno in southern Poland, and a semiconductor factory will be established in Lower Silesia in cooperation with Foxconn. Southern Poland Cooperates in Electric Vehicle Production According to a report by the Polish Press Agency's business news (PAP Biznes), Polish Prime Minister Tusk stated at the "Poland Invest" event on the 16th that the Polish government expects to formally conclude negotiations with Taiwan's Foxconn Group on electric vehicle cooperation before this autumn. He said that both parties will cooperate with Electro Mobility Poland (EMP) to establish a large R&D and manufacturing hub for electric vehicles in Jaworzno, southern Poland, with plans to produce three mid-size SUV models. Establish Semiconductor Factory to Develop High-Tech Supply Chain In addition to the electric vehicle project, Tusk also further disclosed the semiconductor cooperation plans between Poland and Taiwan. Poland plans to establish a semiconductor factory with Foxconn Group in Miekinia, Lower Silesia, and negotiations between the two parties are nearing completion. According to a report by Polish Radio RMF24, this site was originally intended for a semiconductor packaging and testing plant announced by Intel in 2023. At that time, this investment worth $4.6 billion (approximately NT$145.2 billion) was expected to create about 2,000 jobs, but Intel eventually withdrew from the plan in July 2025. Tusk revealed that since the Polish government had previously invested funds and completed infrastructure for this site, Poland immediately began follow-up negotiations with Foxconn Group after Intel's withdrawal, planning to directly cooperate in rebuilding the semiconductor factory at the original location. Tusk particularly emphasized that Poland will work hand in hand with its Taiwanese partners to implement a dual-track industrial layout in Lower Silesia that combines both "automotive and semiconductors," comprehensively advancing cooperation between Poland and Taiwan in the high-tech supply chain.
