[Finance] Responding to AmCham White Paper, NDC States Taiwan and US are Important Partners for Economic Security and Non-Red Supply Chains

The American Chamber of Commerce in Taiwan (AmCham) released its "2026 Taiwan White Paper" today (16th), addressing topics such as drone cooperation, energy resilience, artificial intelligence (AI) development, and talent policy. National Development Council (NDC) Minister Kung Ming-hsin, representing the government in receiving the white paper, stated that Taiwan and the US have become important partners in jointly maintaining economic security and the resilience of non-red supply chains. The government will continue to cooperate with the Chamber and the industry to enhance Taiwan's competitiveness and investment environment.
Regarding the energy issues of concern to AmCham, Kung stated that energy resilience is no longer just a power supply issue but is closely related to national security, industrial competitiveness, and economic resilience. The government has completed an energy supply inventory to ensure overall power supply stability before 2032. Through the second energy transition, it is promoting four major pillars: diversified green energy development, deep energy conservation, energy storage construction, and grid enhancement, to build an autonomous, low-carbon, and stable energy system.
Kung pointed out that Taiwan holds a key position in the global AI supply chain, leveraging its complete semiconductor ecosystem and information and communication technology (ICT) industry advantages. The government is currently promoting the "AI New Ten Major Constructions," investing in research and development of key technologies such as quantum technology, silicon photonics, and robotics. It has also completed the legislation of the "AI Basic Law" and established the National AI Strategic Steering Committee, aiming to further develop Taiwan from an AI hardware manufacturing base into an important partner for global AI solutions.
Kung also mentioned that early this year, Taiwan and the US signed the "Agreement on Reciprocal Trade" (ART) and established a high-tech supply chain cooperation mechanism through a Memorandum of Understanding (MOU) on investment cooperation, symbolizing a new phase of institutionalized cooperation between the two sides. The NDC has also launched the "Financing Guarantee Mechanism for Taiwanese Enterprises Investing in the US" to assist Taiwanese companies in expanding into the US market and supply chain, further deepening the bilateral investment partnership.
Kung emphasized that the government highly values the suggestions proposed in AmCham's annual white paper. In the future, it will continue to maintain close cooperation with relevant ministries and the Chamber to promote regulatory modernization, talent recruitment, and industrial upgrading, and further deepen economic, trade, and technological cooperation between Taiwan and the US.
