Taitung County Magistrate Rao Ching-ling participated in the Straits Forum by means of a pre-recorded video. The Mainland Affairs Council (MAC) stated that it has requested the competent authority, the Ministry of the Interior (MOI), to investigate and handle the matter. The MOI stated today (17th) that it will conduct an administrative investigation into whether the pre-recorded video involves "cooperative behavior" as stipulated in Article 33-1 of the "Act Governing Relations Between the People of the Taiwan Area and the People of the Mainland Area," in accordance with the MAC's official letter and the relevant provisions of the Administrative Procedure Act.
Regarding Rao Ching-ling's participation in the Straits Forum via a pre-recorded video, MAC Minister Chiu Chui-cheng stated today that the government has repeatedly clarified that central and local government officials are prohibited from participating in the Straits Forum in any form, including video conferencing. This time, based on Article 33-1 of the "Act Governing Relations Between the Two Sides of the Taiwan Strait," the competent authority, the MOI, will be asked to investigate and handle the matter.
The MOI told reporters that the MAC considers the Straits Forum to be a platform for the Chinese Communist Party's united front operations against Taiwan. To prevent the CCP from using the forum to create division and promote "integration and unification" with Taiwan, it prohibits personnel from central ministries, local governments, and their affiliated units from participating in the forum and related activities in any form. However, despite being prohibited from attending the forum in mainland China, Taitung County Magistrate Rao Ching-ling still spoke at the forum through a pre-recorded video.
The MOI stated that it will conduct an administrative investigation into whether Rao Ching-ling's participation in the Straits Forum via a pre-recorded video constitutes "cooperative behavior" in violation of Article 33-1 of the "Act Governing Relations Between the People of the Taiwan Area and the People of the Mainland Area." Subsequently, administrative penalties will be imposed based on the results of the administrative investigation.
According to the regulations in Article 90-2 of the "Act Governing Relations Between the People of the Taiwan Area and the People of the Mainland Area," violations of Article 33-1, Paragraph 1, or Article 33-2, Paragraph 1, shall be subject to a fine of not less than NT$100,000 and not more than NT$500,000, and may be subject to continuous penalties for each offense.
