The "Fuel and Vehicle Fee," collected every July since 1960, has been in place for over sixty years. According to the "Highway Act," this fee is used for road construction, maintenance, and safety management. Previously, the collection was based on the engine displacement (C.C.s) of vehicles. However, with the increasing popularity of electric vehicles, and in accordance with the principle of user pays, electric vehicles will also be included in the collection scope in the future. Therefore, the Legislative Yuan amended Article 27 of the Highway Act in December last year, renaming the Fuel and Vehicle Fee to the "Highway Usage, Maintenance, and Safety Management Fee," abbreviated as "Highway Maintenance Fee" or "Maintenance Fee."
Director-General Lin Fu-shan stated on the 18th that after the subordinate regulations related to the renaming are amended in May this year, the fee will be collected for the first time in July under the name "Highway Maintenance Fee" or "Maintenance Fee." The Directorate General of Highways has already sent out notices. As this concerns the rights and interests of 14.079 million vehicle owners, the Directorate General of Highways has invited famous actor Chiang Hung-en to film a promotional short video and is also reminding the public of three anti-fraud principles. Lin Fu-shan said: "(Original sound) If you receive a notification out of the blue and are sent a website link, you must be extremely careful, because the Directorate General of Highways' monitoring service website is 'mvdis.gov.tw', it must be '.gov.tw'; additionally, if the fee is not paid within the one-month collection period, the Directorate General of Highways will also send a text message to remind the public. The dedicated short code for monitoring text messages used by the Directorate General of Highways is '111'. Therefore, we specifically remind the public to avoid being scammed and to follow three principles: do not click on links from unknown sources, do not enter personal information on suspicious websites, and do not download apps from unknown sources."
Furthermore, Lin Fu-shan emphasized that apart from being renamed the Highway Maintenance Fee, everything else about the Fuel and Vehicle Fee remains unchanged. This includes the payment amount, which will remain consistent with last year's fees based on C.C.s. The payment channels are also the same as before, available at the four major convenience stores, or through the Directorate General of Highways' monitoring service website, the e-Bill National Payment Network, or even Taiwan PAY. Traditional phone voice transfers are also still available. Please note that due to stricter and time-consuming security reviews, some banking apps' internal webpages may still display the old name "Fuel and Vehicle Fee," but the public can still pay as usual without any issues.
Lin Fu-shan also explained that there are currently over 23 million motorcycles and cars in Taiwan, including 140,000 electric passenger cars and 800,000 electric motorcycles. The total number of vehicles subject to the maintenance fee is 20.24 million. The charging standards for electric vehicles expected to be implemented in 2030 are still under discussion, but they are likely to be calculated based on horsepower or torque, corresponding to fuel vehicles.
