The National Development Council (NDC) stated today (18th) that since the third phase of the "National Sports Park Overall Construction and Talent Cultivation Project" was launched in 2020, it has supported the training of athletes for the Olympics, Asian Games, and Universiade. As of 2024, the Taiwanese representative team has accumulated 38 gold, 54 silver, and 65 bronze medals, demonstrating the significant achievements in promoting the construction of national sports parks and talent cultivation.
The NDC held a committee meeting today, where the Ministry of Sport reported on the implementation status of the "National Sports Park Overall Construction and Talent Cultivation Project (Phase III)." The NDC pointed out in a press release that since the Executive Yuan approved the "National Sports Park Overall Construction and Talent Cultivation Project" in 2009, it has continued to promote the construction of national sports parks centered around the National Sports Training Center, gradually improving training venues and living facilities that meet international standards, thereby enhancing Taiwan's competitive sports strength.
The NDC stated that Phase I and Phase II of the project have completed major training facilities such as outdoor training grounds, a comprehensive training hall, and the Gongxi shooting range, and have also built new dormitories and restaurants, improving the training and living environment for coaches and athletes.
Phase III of the project, launched in 2020, covers the renovation of the existing base of the National Sports Training Center, the development of the Shixiao military camp, and the relocation of the Shixiao military camp to the Xingxia military camp. Among these, the renovation project for the existing base of the National Sports Training Center was fully completed in 2024, including the main gate, archery range, and baseball/softball field renovations, as well as the addition of an indoor throwing field, a surrounding training track, an indoor connecting corridor, and public landscape facilities.
Regarding the development of the Shixiao military camp base, the swimming pool and tennis court projects are expected to be completed next year, with the overall execution progress currently ahead of schedule. The project for relocating the Shixiao military camp to the Xingxia military camp is also continuously progressing, with the Ministry of Sport closely supervising its implementation.
The NDC pointed out that Taiwanese athletes have achieved remarkable results in international competitions in recent years. In addition to the long-term dedication of athletes and coaches to training, optimizing the training environment is also a crucial factor. NDC Chairperson Yeh Chun-hsiang stated that the proposed Phase IV of the project will evaluate the integration of resources from the National Sports Science Center, the National Sports Industry Development Center, and surrounding venues. It will also incorporate resources such as artificial intelligence, big data analysis, sports medicine, and professional athletic training personnel to help improve athletes' competitive performance.
Yeh Chun-hsiang mentioned that the 2026 Asian Games will be held in Nagoya, Japan, this September. The Ministry of Sport has already begun preparations to provide athletes with the most comprehensive sports science support and logistical services, aiming for the delegation to achieve excellent results and break the previous record.
Furthermore, the NDC also reported on the "Regional Governance Sandbox Demonstration and Promotion Progress" today. The NDC stated that to implement the policy vision of a balanced Taiwan, a regional governance sandbox mechanism will be introduced starting in 2025, initially piloting with green energy issues. This year, it will be further expanded to areas such as local resilience, digital applications, and green energy development, promoting complex social resilience governance experiments.
The NDC pointed out that it has collaborated with the Ministry of Economic Affairs, the Council of Agriculture, and the Council of Indigenous Peoples to demonstrate four green energy themes: solar photovoltaic, fisheries-electricity symbiosis, micro-hydro power, and geothermal power. Through cases such as Xiangtiange agricultural green energy in Yunlin, Dalian fishing-electricity symbiosis in Kaohsiung, Annong Creek micro-hydro in Yilan, and Hongye Valley geothermal in Taitung, a replicable local green energy development model has been established through public-private partnerships, reducing implementation obstacles and enhancing social acceptance.
The NDC stated that in the face of challenges such as an aging population, digital transformation, and energy transition, starting this year, it will cooperate with the Ministry of the Interior to utilize the Social and Economic Data Service Platform. By integrating local participation and evidence-based governance methods, and through geospatial analysis, it will assist local areas in identifying needs and integrating resources, gradually establishing an integrated disaster and non-disaster, bottom-up social resilience governance network. This will be incorporated into mid-to-long-term policy planning to promote the institutionalization of regional governance models. (Editor: Song Wanyuan)
