"Transnational repression" is an issue that the democratic camp has paid considerable attention to in recent years. The Global Cooperation and Training Framework (GCTF), an important platform, has long planned to hold a workshop on related issues at the end of this month. The Ministry of Foreign Affairs stated that some behaviors already constitute transnational repression, but many countries are currently unaware of this problem. The European Parliament voted to pass a resolution on "Countering Transnational Repression," exploring the nature, forms, and EU response strategies for transnational repression. Relevant content includes China's abuse of the Interpol mechanism, and pressure on academia to terminate research on sensitive topics such as supply chains, forced labor, Tibet, and Taiwan, or to demand that artists cancel activities involving Taiwan. Therefore, it calls on the EU and its member states to strengthen coordination functions and deepen cooperation with like-minded partners on legislation, victim protection, accountability, and sanctions.
The Ministry of Foreign Affairs welcomes the European Parliament's attention to related issues and will continue to deepen cooperation and exchanges with the EU and other like-minded countries in areas such as information sharing, democratic resilience building, and countering authoritarian coercion.
One of the concrete actions is the GCTF workshop on transnational repression scheduled for the end of this month. The Ministry of Foreign Affairs stated that this event is hosted by the Canadian Trade Office in Taiwan, with the Ministry of Foreign Affairs and the Ministry of Justice as the main cooperating agencies. It is also jointly organized with like-minded countries such as Japan, Australia, the United Kingdom, and the United States.
The Ministry of Foreign Affairs pointed out that the event is expected to invite participants from over 20 countries, spanning Europe, Asia, and Africa. The core theme of the workshop is the threat of digital technology and information manipulation to democratic systems, and it seeks to strengthen cooperation mechanisms for legal accountability and information sharing. Jiao Guoyou, Deputy Director-General of the North American Affairs Department of the Ministry of Foreign Affairs, said: "(Original sound) We hope to increase the vigilance of various countries towards transnational repression through this GCTF activity. Many people do not know that the behaviors carried out by certain countries in their own countries actually constitute transnational repression."
The Ministry of Foreign Affairs explained that in addition to static training courses, this workshop will also arrange scenario simulations and site visits to establish a cross-departmental and cross-border support network.
The Ministry of Foreign Affairs emphasized that Taiwan will continue to cooperate with various countries through the GCTF platform, actively demonstrating that Taiwan is a force for good in the international community.
