[Life] 2954 Stalking Cases Received in 2025, Nearly 80% of Perpetrators are Male

The Anti-Stalking and Harassment Act came into effect in June 2022. According to statistics from the Ministry of the Interior, in 2025, police agencies received 2,954 cases under the Stalking and Harassment Act, an increase of 146 cases compared to 2024. Perpetrators were predominantly male, accounting for nearly 80%. By age group, those aged 31 to 40 were the largest at 660 individuals, representing 22.3%. The approval rate for detention requests after police agencies received suspected stalking reports was 51.6%, the highest in the same period over three years. Taiwan implemented the Stalking and Harassment Act in June 2022, criminalizing repeated stalking and harassment behaviors. It aims to deter such acts through measures like written warnings, protection orders, and preventive detention. According to the latest statistics from the Ministry of the Interior, police agencies received a total of 2,954 cases under the Act in 2025, a slight increase from the previous year. Of these, 1,995 were general stalking cases and 959 were domestic violence-related stalking cases. The rate of issuing written warnings was 59.5%, and the rate of issuing stalking protection orders was 72.6%. The approval rate for detention requests was 51.6%, the highest in the same period over three years. Overall, general stalking cases have shown an upward trend in the past three years, while domestic violence-related stalking cases have shown a downward trend. Regarding victim demographics, the Ministry of the Interior stated that victims aged 21 to 50 constitute the majority, accounting for 81% of cases. Female victims numbered 2,564 (86.8%), and male victims numbered 390 (13.2%). Whether in general stalking or domestic violence-related stalking cases, women accounted for over 80% of victims. Compared to 2024, the total number of female victims in stalking cases increased by 136, and male victims increased by 10. Observing perpetrator statistics, there were 2,954 perpetrators in stalking and harassment cases in 2025. Males were more numerous, with 2,347 individuals (79.5%). By age group, those aged 31 to 40 were the largest at 660 individuals (22.3%). Those aged 41 to 50 and 21 to 30 each accounted for 19.9%. Compared to 2024, the number of male perpetrators increased by 66, and female perpetrators increased by 26. The Ministry of the Interior emphasized that to ensure the personal safety of women and children, the National Police Agency has added a "Stalking and Harassment Electronic Database" to the Women and Children Case Management System for full case history control. To assist frontline personnel in responding to legal ambiguities or high-risk cases related to the Stalking and Harassment Act, emergency response teams have been established at central and local levels. Continuous collection and analysis of actual implementation situations and relevant court judgments or rulings are conducted to enhance grassroots police training. In the future, police agencies will continue to improve the quality of case handling and closely cooperate with relevant departments and civil society organizations to effectively prevent and combat stalking and harassment behaviors.
