[International] Japanese Media: China Resumes Group Tours to Japan, Operators Say Government Tacitly Approves

As Sino-Japanese relations deteriorated, the Chinese government had effectively banned its citizens from participating in group tours to Japan. However, Japanese media recently discovered signs that Chinese state-owned travel agencies and other organizations have gradually begun to resume group tours to Japan before the start of the summer vacation.
Nippon TV reported today (19th) that according to interviews by Nippon News Network (NNN), Chinese state-owned travel agencies will resume previously suspended group tours to Japan starting in mid-July. Currently, a 7-day, 6-night group tour package to Tokyo and Osaka has begun recruiting travelers.
In addition, several private travel agencies have also started organizing tours since May, and the trend of resuming travel to Japan is gradually expanding.
The report pointed out that after Japanese Prime Minister Sanae Takaichi made remarks about "Taiwan contingency" in November 2025, the Chinese government instructed travel agencies to reduce the number of tourists to Japan to 60% of previous levels, effectively prohibiting group tours.
An insider from a Chinese travel agency revealed regarding the resumption of group tours, "The attitude of the competent authorities has turned to tacit approval, stating 'operators can judge for themselves.'"
In response, a Japanese government official pointed out, "With the increasingly severe operating conditions of Chinese travel agencies, the Chinese authorities may have no choice but to allow the resumption of group tours. This has brought a positive impact on Sino-Japanese relations."
Against the backdrop of a significant decrease in Chinese visitors to Japan, it is closely watched by all parties whether the expanding trend of resuming group tours can effectively curb the decline in visitor numbers. (Editor: Chung Chin-lung)
