President Lai Ching-te held a press conference with foreign media stationed in Taiwan on the morning of the 18th. The Presidential Office issued a press release on the 19th, stating that during the press conference, the President responded point by point to issues raised by the media regarding Taiwan's national security legal system, US arms sales to Taiwan, maritime economic zones, cross-party dialogue, Taiwan-Japan cooperation, and cross-strait relations.
Among them, a reporter asked about the constantly changing global security situation, with countries like Japan reforming their national security. Taiwan announced its 17 national security strategies over a year ago, and recently, corresponding cases such as the "Hsu Chun-ying case" have occurred. How is the Taiwanese government responding, and what is the progress of adjustments to the relevant strategic and policy systems?
The President stated that in order to counter China's united front infiltration of Taiwan, the five major aspects and 17 preventive measures he proposed form a complete national security legal system. Currently, most of the bills, except for military trials which the Ministry of National Defense is still discussing, have been sent to the Legislative Yuan for review. He believes that the investigation of the "Hsu Chun-ying case" already shows that the national security legal system has initially achieved results.
The President also emphasized that Taiwan is not only strengthening its national security legal system, but Japan also strengthened its national security and intelligence legal system last year, and South Korea has recently begun to strengthen its intelligence system, indicating that all countries face the same challenges of united front threats and the spread of disinformation.
The President also explained that in addition to strengthening the legal system, Taiwan will also transition to routine work in the next phase. The President said: "(Original sound) In addition to the legal system being sent to the Legislative Yuan, hoping that the Legislative Yuan will review and pass it as soon as possible, the next focus is to transform the reform measures into routine institutional work. This is the only way to cultivate cross-ministerial cooperation, government personnel, national security human resources, and proactive protective measures for critical infrastructure."
Furthermore, some foreign media expressed concern about Beijing's recent new forms of gray zone warfare targeting Taiwan's eastern waters, international conferences, and civic organizations, and similar actions against First Island Chain countries.
The President stated that China's methods of threatening Taiwan and surrounding countries in the Indo-Pacific are constantly evolving and expanding in scope. The President said that when Japan and the Philippines delineate their economic zones, China also exerts pressure on Japan and the Philippines, indicating that China's pressure is not only on Taiwan but also on other countries in the Indo-Pacific region. Under these circumstances, the Indo-Pacific region directly facing China's threats must cooperate in areas such as gray zone intrusions, anti-infiltration, disinformation, and cognitive warfare. For regional peace and stability, "collective defense and shared responsibility" are essential to achieve deterrence and prevent China from defeating countries one by one.
Regarding KMT Chairman Johnny Chiang's remark that the First Island Chain is a Cold War mentality that should be abandoned, the President said that the concept of the First Island Chain is a natural consequence of facing China's threats. As long as one recognizes China's threat to neighboring countries, it becomes very clear.
The President reiterated that Taiwan's safeguarding of its national security, maintenance of its democratic and free way of life, refusal to accept unification, and rejection of the Chinese Communist Party's rule should not be seen as provocation to China or a troublemaker in the region. China is the one disrupting the status quo in the Taiwan Strait and peace and stability in the Indo-Pacific region. "If everyone has a consensus, we should unite and cooperate to stabilize regional development."
