[International] Lviv Mayor: Ukraine's Experience Has Reference Value for Taiwan; Preparedness is Key to Defending the Nation

TAIPEI, Taiwan – Huang Chih-fang, Chairman of the Taiwan External Trade Development Council (TAITRA), visited Lviv Mayor Andriy Sadovyi on the 19th at the invitation of the latter. The visit aimed not only to convey the goodwill and concern of Taiwanese society but also to learn from Lviv's resilience experience during wartime, with the hope that Taiwan can play a key role in Ukraine's reconstruction. Mayor Sadovyi responded that he is happy to share Ukraine's experience, as it holds significant reference value for Taiwan. On the eve of the exhibition, Chairman Huang Chih-fang entered Lviv, Ukraine, to visit Mayor Sadovyi. Huang Chih-fang pointed out that this trip has three main objectives: to express the goodwill and concern of Taiwanese society to Ukraine, to learn from Lviv's resilience, urban governance, and social solidarity demonstrated under wartime pressure, and to understand how to build a resilient society through the joint efforts of government, private charities, non-profit organizations, and volunteer groups. Additionally, he hopes Taiwan can play an active role in Ukraine's reconstruction, demonstrating "Taiwan can help" and fostering more cooperation. He said: "(Original sound) Of course, we also hope that in other future areas, such as economic and trade cooperation, technological cooperation, and industrial cooperation, TAITRA can further seek better cooperation opportunities with Ukraine through our existing industrial platforms and various international platforms." In an interview, Sadovyi expressed his gratitude for Taiwan's support to Ukraine. Taiwan frequently hosts delegations from various Ukrainian cities, allowing Ukrainian officials to witness Taiwan's high-level medical services. Especially since 10% of Lviv's citizens, totaling 58,000 people, have already gone to the front lines, and more are expected to serve, Lviv hopes to learn from Taiwan's medical expertise. However, Sadovyi also mentioned that Lviv's experiences hold significant reference value for Taiwan. For instance, Lviv has been repeatedly bombed by Russian missiles and drones. In the last air raid, important buildings just 200 meters from the city hall were destroyed. Relevant authorities immediately launched large-scale rescue operations. Although many were injured, no one was killed, which he found very comforting. Lviv has become Europe's largest "humanitarian aid hub," accommodating 150,000 refugees from across Ukraine and receiving the wounded daily from the front lines or attacked areas. When air raid sirens are lifted, citizens can immediately return to normal life. Even the experience in drone development is worth learning from for Taiwan. He said: "(English original sound) Since the outbreak of the Middle East conflict, mayors of many European cities have sent experts in emergency rescue, policing, and other fields to Lviv to learn from us. Our practices have inspired them. We have shown practical examples because people used to think: 'This might work in Ukraine, but it's absolutely impossible elsewhere in Europe, not even in Dubai.' However, this world is full of unpredictability." Sadovyi pointed out that drones have completely changed the course of the Russia-Ukraine war, enabling the Ukrainian army to achieve tangible results. Ukraine desires peace, but a ceasefire is not easy. Strength must be demonstrated to deter Russian aggression, as all totalitarian states only understand power. "Tomorrow must be stronger than today," and the example set by Taiwan is extremely important.
