Deputy Minister of Foreign Affairs Chen Ming-chi's main visits in Paraguay included the planned site for the "Taiwan-Paraguay Sovereign AI Computing Center," the "Electric Bus Pilot Project," the "Medical Information System," "Taiwan-Paraguay University of Science and Technology," and the "Taiwan-Paraguay Smart Technology Park" cooperation projects.
Taking the "Taiwan-Paraguay Sovereign AI Computing Center" as an example, Chen Ming-chi stated that AI cooperation is a key item of the "Rongbang Project" fully promoted by Minister of Foreign Affairs Lin Chia-lung. It will combine the high-level technological talents cultivated by Taiwan-Paraguay University of Science and Technology and NVIDIA founder Jensen Huang's "AI Five-Layer Cake Theory" to effectively convert Paraguay's energy into computing power at the "energy, chip, and infrastructure" levels, thereby driving youth employment and injecting strong momentum into economic growth. Director-General of the Department of Latin American Affairs of the Ministry of Foreign Affairs, Han Chih-cheng, said: "(Original sound) To promote the development of Paraguay's AI industry together with Paraguay, and to enhance Paraguay's industrial competitiveness."
Paraguay's Minister of Information and Communication Technologies, Villate, believes that the innovative AI cooperation between Taiwan and Paraguay should be implemented as soon as possible, and looks forward to this cooperation driving the transformation of Paraguay's technology industry after its completion, making it the focus of national development for the next generation.
The Ministry of Foreign Affairs pointed out that the Taiwan-Paraguay AI Computing Center is an innovative cooperation that combines our country's high-tech strength with Paraguay's abundant green electricity. It is expected to aim for an initial experimental phase of 10MW (megawatts), a second phase of 100MW, and a third phase of 1GW (gigawatts) of computing power, which will help deepen the new generation of technology and strategic industrial partnership between Taiwan and Paraguay.
