[Life] Pioneer of Kuroshio Current Power Generation, Former Vice Minister of Ocean Affairs Chen Yang-yi Passes Away at 71

Chen Yang-yi, former Vice Minister of the Ocean Affairs Council and distinguished professor at National Sun Yat-sen University's Institute of Marine Engineering, who dedicated himself to promoting emerging marine blue energy and completed the world's first test platform for the Kuroshio Current power generation system, has recently passed away at the age of 71. According to information from the Chinese Institute of Ocean Engineering, after obtaining his Ph.D. in Engineering from the Graduate Institute of Civil Engineering at National Cheng Kung University, Chen Yang-yi pursued postdoctoral research at the Institute of Marine Turbulent Flows at Aix-Marseille University in France. He later became a professor at the Department of Marine Environment and Engineering at National Sun Yat-sen University and served as its Vice President in 2016. Notably, Chen Yang-yi's research team successfully conducted ship-towed tests and continuous power generation experiments of ocean current turbines off the coast of Xiaoliuqiu, Pingtung, and in the main Kuroshio Current area between 2015 and 2016. They successfully verified that their independently developed turbine could stably generate electricity using ocean currents. At that time, no other research team worldwide had obtained actual power generation performance data from ocean currents. The team's test results indicated that the Kuroshio Current flowing off the eastern coast of Taiwan possesses stable and continuous energy potential, which is expected to become an important source for the future development of marine blue energy and sustainable power generation. Furthermore, the Ocean Affairs Council stated that Chen Yang-yi served as its first political Vice Minister when the council was established in Kaohsiung in 2018. His expertise included "Wave Theory," "Fluid Mechanics," "Coastal Engineering," and "Applied Mathematics," and he held considerable academic prestige in the fields of hydraulic and marine engineering. Lin Chih-hung, a DPP councilor of the Kaohsiung City Council, posted on Facebook today (21st) to commemorate Chen Yang-yi. As a first-term student of the Graduate Institute of Marine Affairs at National Sun Yat-sen University, Lin recalled that during his interview, Chen Yang-yi, who was then an interviewer, asked him about his views on Taiwan becoming a maritime nation. Lin responded that Taiwan is a sovereign and independent country and should move towards establishing itself as a "maritime nation." He ranked among the top three admitted students. Lin believes that the teacher's question aimed to make students aware of the vastness of the ocean and the many unknowns, and that their learning should be applied to the path of building Taiwan as a maritime nation. Promoting the establishment of a national ministry of ocean affairs had always been something that students of marine sciences were taught by their professors to pursue, and the establishment of the Ocean Affairs Council was the result of the joint efforts of Professor Chen Yang-yi and professors from the marine academic community. Lin concluded his post by thanking Chen Yang-yi for his persistence and contribution to the path of building Taiwan into a maritime nation. "We will continue to uphold this path. Teacher, rest in peace." Chen Yang-yi's memorial service is scheduled for the morning of the 30th at Jingde Hall, Kaohsiung Municipal First Funeral Home.
