Vice Minister of Foreign Affairs Chen Ming-chi led a delegation to visit Paraguay, a friendly nation in South America, last week. Important meetings included one with Paraguayan Foreign Minister Ruben Ramirez, and inspections of bilateral cooperation projects with several high-ranking Paraguayan officials. This not only highlights the importance both governments place on deepening cooperation and diplomatic ties, but also aims to foster a demonstration effect of the "Taiwan Model" in the region. Vice Minister Chen Ming-chi's main itinerary in Paraguay included the planned site for the "Taiwan-Paraguay Sovereign AI Computing Center," the "Electric Bus Pilot Project," the "Medical Information System," the "Taiwan-Paraguay University of Science and Technology," and the "Taiwan-Paraguay Smart Technology Park." Additionally, he visited Paraguay's Global Business Complex (Complejo Empresarial Global) to learn from local successful practices and create an investment environment conducive to Taiwanese high-tech companies.
The Ministry of Foreign Affairs has repeatedly emphasized the importance the Taiwanese government places on Paraguay. During this trip, Chen Ming-chi not only reviewed the progress of various ongoing cooperation projects but also looked forward to planning the future with Paraguay, accelerating cooperation in fields such as artificial intelligence, higher education, and smart transportation, and combining the strengths of both countries to promote national development. Director-General of the Latin America and Caribbean Affairs Department of the Ministry of Foreign Affairs, Han Chih-cheng, said: "(Original sound) The overall strategy began after Minister Lin Chia-lung took office in 2024, primarily divided into public health and medical bases, higher education bases, industrial transformation bases, green energy and low-carbon bases, and technology development bases."
The Ministry of Foreign Affairs' "Taiwan Model" promoted through the "Taiwan-Paraguay Plan" seeks a partnership that teaches fishing rather than just giving fish, emphasizing mutual benefit and assistance. It also hopes to create a demonstration effect, allowing neighboring countries to see that Taiwan is indeed a reliable partner. Taking Paraguay as an example, Lin Chia-lung revealed in a recent television interview that Honduran journalists had organized a group to visit Paraguay not long ago to understand the cooperation projects and progress between Taiwan and Paraguay firsthand. The "Taiwan-Paraguay Sovereign AI Computing Center," which combines Taiwan's high-tech strength with Paraguay's abundant green energy, is a project even the United States wants to participate in. These all demonstrate the importance of the Taiwan Model, which is by no means comparable to one-time aid.
