[Life] Food paper boxes made in China detected with banned fluorescent agents again; border inspections strengthened.

The Food and Drug Administration (FDA) of the Ministry of Health and Welfare announced the latest list of non-compliant imported goods today (23rd). Cake boxes imported from China were found to contain banned fluorescent whitening agents and were all intercepted at the border. Due to multiple recent violations found in paper food containers from China, including exceeding dissolution test standards and detection of banned fluorescent agents, the FDA has implemented enhanced random inspections since April 7th of this year, increasing the sampling rate to 20% to 50% for strict control.
The FDA announced the latest list of non-compliant imported goods on the 23rd. Chinese "frozen yellow croaker" reported for import by "HSBC Polymer Co., Ltd.," a company specializing in international trade and import-export business, was found to contain the veterinary drug "Enrofloxacin" at 0.01 ppm. "Enrofloxacin" is an antibiotic for animal use, banned in Taiwan for aquatic products. According to the "Residue Standards for Veterinary Drugs," it should not be detected. Therefore, all 6,270 kilograms of the product were returned or destroyed according to regulations.
Due to multiple recent violations found in imported products by this importer, the FDA has adjusted the inspection for "HSBC Polymer Co., Ltd." at the border to batch-by-batch inspection, increasing the sampling rate to 100%.
Other non-compliant imported goods this time include 2 batches of cake boxes and hot-stamped boxes from China, reported for import by "Wan Qing Co., Ltd." and "Shen Da Chu Baking Materials Store," respectively. Both were found to contain fluorescent whitening agents. According to the "Hygiene Standards for Food Utensils, Containers, and Packaging," fluorescent whitening agents are not allowed to be detected. These 2 batches, totaling 10,200 units and weighing 2,155.4 kilograms, must be returned or destroyed. The FDA has also adjusted the inspection for these two companies at the border to batch-by-batch inspection, increasing the sampling rate to 100%.
Paper food containers from China have repeatedly had issues. According to FDA statistics, from December 15th last year to June 15th this year, over the past six months, a total of 1,194 batches of paper food containers from China were reported for import, with 7 batches found non-compliant, resulting in a non-compliance rate of 0.6%. Therefore, the FDA has increased the sampling rate for related products imported from China to a maximum of 50%. Liu Fang-ming, Director of the Northern Management Center of the FDA, said: "(Original sound) The reasons for non-compliance include excessive levels of fluorescent whitening agents, evaporation residue, and chloroform-soluble substances. The FDA has been implementing enhanced random inspections for Chinese 'other plates, dishes, cups, and similar articles of paper or paperboard, with a waxed or paper pulp surface in contact with food' at the border from April 7th, 2026, to July 22nd, 2026, with a sampling rate of 20% to 50%."
In addition, "Kachong Brand" galangal slices, a well-known Thai food brand imported by "Yu Xiang Enterprise Co., Ltd.," were found to have excessive heavy metal lead content. The entire batch of 20 boxes, totaling 60 kilograms, was also intercepted at the border and did not enter the country. (Editor: Xu Jia-yuan)
